The Tres Orejas Neighborhood Association


This is the page of the Tres Orejas Neighborhood Association, also know as the TONA. It has been reincorporated as of September 12, 2025 when a corporate certificate was issued by the state of New Mexico.

Report on the community meetings to reestablish the TONA

Meeting one:

The meeting took place on Sunday August 3rd, 2025 and was generally positive. Some of us did agree to pursue forming a neighborhood association. Representatives of Paws to the Wall showed up and discussion about the sanctuary did end up dominating the more than it should have to the point that the meeting ended before we dived more deeply into the underlying land grab by Ariana Solare which is one of the primary motivations for reforming our neighborhood association which went defunct in the 1990s. We did review the county requirements for a neighborhood association and agreed to form it according to those guidelines and pursue recognition by the county. We also agreed to further meetings in the next few weeks to deal with a mission statement and incorporating the association. Apart from dogs and the sanctuary, the issues of trash, squatting, noise, bright lights at night and abandoned property in derelict condition were also discussed in addition to the ongoing land grab attempt.

 

Meeting two:

The meeting took place on Sunday August 17, 2025. There were some people there that weren’t at the first meeting and we discussed a lot of different issues but the main focus was on reincorporating the Tres Orejas Neighborhood Association. The one thing actually voted on was a decision for an initial board of directors to have 5 directors from a choice of 5 or 7. This was decided in a broader discussion of basic governance with David Baca favoring the traditional structure of a non-profit with a board of directors and officers and meetings done with agenda and minutes and Angie Fernandez promoting “Dynamic Governance” where everyone speaks in turn and the agenda is formed ad hoc. We also discussed one attendee of the first meeting writing and distributing draft bylaws without the group even discussing bylaws or what should be in them. We did come to an informal consensus that this shouldn’t be done going forward.

 

Meeting three.

At this meeting, the articles of incorporation were approved for submission to the state. An initial board of directors and officers were elected. Ruth Fahrbach is president, Angie Fernandez vice-president, David Baca secretary, Jonathon Burton, treasurer, and Johanna DeBiase member at large. The ongoing land grab attempt by Arianna Solare was discussed and David Baca gave out a short paper on the history and possible consequences of the land grab. There was a pass the feather discussion with squatting in Tres Orejas being the main issue brought up by different people in the community.
